Software process improvement (SPI) is best achieved through education, mentoring, and practice. It does not happen because of corporate edicts, bonus targets, and strong-armed tactics. At times it may require a little of each of these methods but if improperly applied the results will be disappointing. SPI is about changing your culture and when properly done the changes will slowly take hold and the culture will shift to a more productive one.
